Capital, neoliberalism and their impacts on higher education in the State of Paraná, Brazil: the dismantling of public university

Resumo

Analisa-se neste estudo a ofensiva do capital consubstanciada no ajuste neoliberal e suas influências nas políticas educacionais destinadas ao ensino superior paranaense. Seus impactos no Brasil se intensificaram a partir da década de 1990, repercutindo na LDB (Lei nº 9.394/96) e nas sucessivas reformas governamentais, resultando no fortalecimento das IES privadas e na redução de investimentos para as Universidades Públicas. No Paraná, as políticas educacionais se adequaram aos ditames da reestruturação capitalista e aderiram à lógica do mercado, impondo medidas de ajuste fiscal consoantes ao receituário imposto pelos organismos internacionais. Inviabiliza-se, assim, a universidade pública em seus âmbitos estrutural e científico, em total sintonia com as necessidades do capital, o que denota a necessidade de combate a tal projeto no interior da luta mais ampla pela superação desta lógica societal.

Abstract

This study analyzes capital’s offensive embedded in the neoliberal adjustment and its influence on education policies towards higher education in Paraná. Its impacts in Brazil intensified since the 1990s, with repercussions on Law No. 9.394/96 (LDB) and successive reforms in government, resulting in the strengthening of private institutions of higher education and less investment for public universities. In Paraná, educational policies have been adapted to the dictates of capitalist restructuring and joined the market logic by e.g. imposing fiscal adjustment measures as seen on international bodies’ prescriptions. And so renders impossible the public university in its structural and scientific spheres, now in tune with the needs of capital, which denotes the need to fight such project within the broader struggle to overcome this societal logic.
